Gili Air and Koh Lipe offer the rare combination of world-class snorkeling accessible directly from the beach—no boat, no tour, no fee. Turtles at Gili Air are essentially guaranteed; the reef starts 20 meters from shore. Nusa Penida’s manta ray point requires a boat tour but the encounter rate justifies the $15–25 outlay.

Southeast Asia: The Certification Factory
Southeast Asia is the world’s most popular region for dive certification, and the pricing reflects that volume. Koh Tao alone certifies thousands of new divers each year (widely reported industry figure). The competition keeps prices low and quality surprisingly high—most shops use newer equipment than you’d find in pricier European destinations.
The Philippines deserves special attention. Moalboal’s sardine run (millions of sardines visible from shore) is free to snorkel and one of the most surreal underwater experiences available anywhere. Coron’s WWII Japanese wreck dives are unique in the region and worth the slight premium.
Europe: Premium Price, Premium Visibility
Croatia’s Adriatic coast offers 30m+ visibility and water temperatures that are comfortable June through September without a thick wetsuit. The diving itself competes with anywhere in the Mediterranean. But the cost gap is stark: a 7-day dive trip to Hvar costs roughly what a 14-day trip to Koh Tao would, with more dives included.
Vietnam: The Undercut
Nha Trang rarely appears on “best diving” lists, and the marine life doesn’t match the Philippines or Indonesia. But for budget certification, the math is hard to argue with. A full OW course plus a week of living costs comes in under $530 at the high end. If your primary goal is the card and not the coral, Nha Trang delivers.

How long does PADI Open Water certification take?
Three to four days. Day one is theory and confined water (pool) skills. Days two and three are open water dives—four dives total. Some shops offer a “referral” option where you do the theory online before arriving, cutting the in-person portion to two days. The certification is valid for life and recognized worldwide.
Do I need to buy my own equipment?
No. Every destination on this list includes full equipment rental in the course price—BCD, regulator, wetsuit, mask, fins, tank. The only thing worth buying is a well-fitting mask ($30–50), since rental masks often leak. Everything else is unnecessary until you’re diving regularly.
What’s the best visibility season for each region?
Southeast Asia generally peaks from February through May, when monsoon runoff has settled and currents bring clear water. The Gulf of Thailand (Koh Tao, Koh Phangan) has its best visibility from March to September. Croatia’s Adriatic is clearest June through September. Yes, with basic due diligence. Look for PADI 5-Star or SSI Diamond centers, check recent reviews, and confirm the student-to-instructor ratio (should be 4:1 or lower). In Koh Tao and the Gili Islands, competition is so fierce that shops with safety issues get flagged quickly by the backpacker community. Avoid any shop that offers to skip pool sessions or compress the course into fewer days than required.
